Ingredients
- Water: 1 cup
- Sugar: ½ cup
- Rose water: ¼ cup
- Saffron: a generous amount
- Flour: 1 cup
- Oil: ½ cup
Instructions

Place the water and sugar over heat. Once it comes to a boil, add the rose water and saffron.

Turn off the heat and set the syrup aside.

Sift the flour once, then sauté it over medium heat for about 14 minutes.

Add the oil and continue sautéing for another 10 minutes.

Reduce the heat, then add the water and sugar mixture to the flour and stir quickly and continuously until combined.
